If a skater’s penalty has expired and the penalty box attendant opens the door, the skater is not considered on the ice until the skater has one skate or any piece of equipment on the ice (the expiration of the time penalty or the opening of penalty box door is not the determining factor) for the purpose of icing and offside situations.

As a result, the skater with one skate or any piece of equipment on the ice is considered inside the blue line if the play is in the attacking zone and a possible offside situation is in effect.
